Sorry, but if I'm not too mistaken, UCinn was rather strange in 2004... I doubt that they've become better by now... O+5 looks nice on paper, but I seriously doubt that it actually works out this way...
Sounds like raw data, not balanced by demographics, to me.

The final University of Cincinnati poll from 2004 had Bush up 50.1 to 49.2. The actual result was 50.8 to 48.7.
